Web browser is not updating the Global Navigation (Cache)

Hello everyone,
Multiple users are not able to see the new sites in the global navigation bar. If they open a web browser in "Incognito", they can see the new sites. It has been a few hours and still can't see what have been added in the navigation bar.
The cache of the web browser makes new modifications not showing...How do you guys deal with this?

I would have started with clearing cache.
Maybe a log off/log in
The effected users, do they all use the same browser?
Have them try a different browser.

For now, overseas shipping is limited to the United States, Canada, and Australia.
However, we would like to expand the shipping areas gradually in the future and deliver to as many people as possible.

What is your recommended method for re-using a header and footer across multiple pages?
On the site I'm building I will have multiple pages using the same header and footer.
If I decide to update the header/footer I want to be able to update it from a single location to display the updated version across all pages, which is the recommended method for a web developer? Thanks
Top Comment: If you are using php, you can just use an ‘include’ to call one file into another. What languages are you using?

Seems like he was an ML or close to it when he was younger and got into tech in the 80s and 90s and has been doing well since, while remaining ML-ish and having ties to China, working with tech companies there and then moving there and being more directly connected to the government. I think this is getting a bit more attention due to one of the founders of Code Pnk being married to him and her changing her views of China from critical to "I can't think of anything negative to say about them, besides I wish their payment apps were better" (paraphrasing).
